Captain Samuel F. Wright serves as a partner at Tully Rinckey PLLC.
After more than 37 years of active and reserve service in the Navy, Capt. Wright retired from federal service in 2008. Capt. Wright has been providing representation in military law matters, particularly regarding reemployment rights, for more than 25 years. He is a duty expert on USERRA and laws relating to the Act and has represented military personnel at the Federal Court level and in front of the MSPB. Capt. Wright joined Tully Rinckey PLLC in 2008 to further complete its team of experts on legal matters affecting members of the Armed Forces.
Capt. Wright was one of the two principal drafters of the interagency task force work product that became the Uniformed Services Employment and Reemployment Rights Act (USERRA) when Congress enacted it, with only a few changes in 1994. During his time as an attorney for the United States Department of Labor, he largely drafted the interagency document that became the Uniformed Services Employment and Reemployment Rights Act (USERRA) when Congress enacted it in 1994.
Since initiating the ”Law Review” column in 1997, Capt. Wright has written more than 400 articles for the magazine and website of the Reserve Officers Association, mostly about USERRA and related laws. New columns are added each month.
Capt. Wright is frequently called upon by national labor associations to be a featured speaker on USERRA and the employment rights of military members. He is often sought out by national and local media to supply his expert commentary on military legal matters.
Military Background
After graduating from the Naval Justice School, Capt. Wright was commissioned as a Lieutenant in the Judge Advocate General’s Corps in March 1977. In total, Capt. Wright has served 37 years of service in the Navy, including ten years of active duty. He was promoted to Captain in December of 1995.
Capt. Wright served on active duty for 19 months as the Director of Hotline Investigations Division of the Office of the Naval Inspector General. He also performed two subsequent active duty periods conducting Inspector General investigations. His other active duty assignments have included service at the Reserve Forces Policy Board, the United States 5th Fleet Headquarters (Bahrain), and the A-12 Litigation Team.
In 2001, he was issued a Top Secret security clearance by the Navy.
In his Navy capacity, Capt. Wright has addressed more than 50,000 Reserve and National Guard personnel on matters concerning mobilization readiness, USERRA and the VRR law on more than 400 occasions since 1982. He has provided one-on-one pro bono legal advice and assistance to more than 1,000 military personnel.
Capt. Wright retired from the Navy Reserve on April 1, 2007.
