Philip D. Cave, Esq. is Of Counsel to the law firm Tully Rinckey PLLC and concentrates his practice on military and federal employment law.

Philip’s affiliation enables the firm to represent military personnel and family members in situations relating to the Uniform Code of Military Justice, including court-martials and court-martial appeals. Additionally, Philip has extensive experience working with military personnel, federal employees, and contractors on issues relating to security clearance.  He is regularly requested by the media to provide legal commentary on military and federal employment law issues.

Before receiving his B.A. from Wright State University in 1976, Philip served as a Police Constable for the Metropolitan Police at New Scotland Yard in London, England for five years. He went on to receive his Juris Doctor from Case Western Reserve University in 1979. Philip completed his education with a Master of Laws from George Washington University in 1988.

Philip’s expertise in military law has been recognized through his testimony before the Cox Commission on the 50th Anniversary of the Uniform Code of Military Justice. He has also served as an expert panelist for the House Committee on Veterans’ Affairs and the Judge Advocate Association.

Philip has taught courses in law, law enforcement, terrorism, and paralegal studies for the University of Maryland and Central Texas College. He has also developed training programs for senior military and Ministry of Defense civilians in Mali. Additionally, he serves on the Board of Directors for the National Institute of Military Justice, the Military Law Committee of the Bar Association of the District of Columbia, and is the former director of the Judge Advocate Association.
