About the U.S. Merit Systems Protection Board (MSPB)

Neil McPhieNeil A. G. McPhie has been invited to speak at the 41st National Training Program on the topic of the U.S. Merit Systems Protection Board (MSPB). He will present best practices for following MSPB procedures as part of the four day conference in Linthicum, MD on September 11, 2013 from 1:30 pm to 2:30 pm. Mr. McPhie is a former chairman of the MSPB. President George W. Bush appointed him to the position in April of 2003 for a seven-year term. A year later the Senate confirmed him as the chair of the independent quasi-judicial agency tasked with upholding the federal merit systems.

His top two accomplishments while at MSPB include eliminating a sizeable backlog of pending cases and drastically reducing processing days by over 60 percent and the creation of a permanent MSPB Mediation Appeals Program. The backlog was slashed from 295 days to less than 100.

It is with this invaluable insight and 30 years as an attorney representing both employees and management that gives Mr. McPhie such unique insight into the process.

During his presentation, Mr. McPhie will educate employees on their rights and what to look for early in the process. He will educate managers and supervisors on how to ensure full compliance and fairness for the employees.
