April 18, 2016 – Washington, D.C. – Tully Rinckey PLLC has named Cheri L. Cannon managing partner of the firm’s Washington, D.C. office. She will be overseeing all federal sector matters handled by the firm at its D.C. location and will be managing the staff and resources. Ms. Cannon joined Tully Rinckey PLLC as a Partner in January 2014.
Ms. Cannon represents federal managers, employees, and contractors who are primarily litigating Equal Employment Opportunity Commission (EEOC) complaints and U.S. Merit Systems Protection Board (MSPB) appeals. She also represents employees seeking whistleblower protection, those involved in Office of Special Counsel (OSC) cases and those employees who are involved with Office of the Inspector General (OIG) investigations across the government. Due to her extensive knowledge of the Senior Executive Service (SES), Ms. Cannon focuses her work on senior executives and other senior leaders across the federal government who need representation in all of these forums. She is the firm’s Chairperson of the Federal Labor and Employment Law practice group and will remain in that capacity as managing partner.

Six years after opening its first Washington, D.C. office, the firm moved locations in April 2014 to a 6,140-square-foot suite at 815 Connecticut Ave., NW, a block from the White House. Tully Rinckey PLLC employs more than 20 attorneys in the D.C. Metro Area. Attorneys at the D.C. office practice federal sector labor and employment law, private sector labor and employment law, security clearance representation, and military law.
Ms. Cannon formerly served as the primary attorney for the Office of the Secretary of the Air Force in the areas of federal personnel, employment law, fiscal law matters and administrative law matters. She also served as the Deputy Designated Agency Ethics Official (DAEO). Prior to service in the Air Force, Ms. Cannon worked with former MSPB Chairman Neil McPhie in the role of Chief Counsel to the Chairman of the MSPB. For 16 years she worked for the Small Business Administration in four different roles, finally rising to the rank of Deputy Associate Administrator for Disaster Assistance, also an SES position. She started her Small Business Administration career in the role of Trial Attorney and Chief Counsel for General Litigation. She was promoted to Chief Counsel for Administrative Law and served in that position for four years. She was then elevated to Associate General Counsel for General Law before moving up to Deputy Associate Administrator.
Prior to her work in federal service, Ms. Cannon worked as an Associate at two prominent Washington, D.C. law firms. She earned her Juris Doctorate from Georgetown University Law Center and received her Bachelor of Arts degree from the University of California, Santa Barbara. She is a member of the Maryland State Bar.
