As a Partner in the Washington, D.C. office, Chuck is one of the primary attorneys handling security clearance issues for federal employees nationwide, including high-ranking government employees. He assists clients with applying for and renewing confidential, secret and top secret clearance, as well as security clearance denials, revocations and suspensions. He takes clients through pre-clearance counseling, preparation for interrogatories and investigative interviews, preparation of responses to the Statement of Reasons and Denial Letters, requests for hearings, representation at post-denial hearings in front of the Defense Office of Hearing and Appeals, Department of Defense, Federal Bureau of Investigation (FBI), Central Intelligence Agency, Department of Homeland Security and all federal courts and government agencies, and preparation and representation throughout further appeals.
Prior to joining the firm, Chuck was the Presidentially-appointed and United States Senate confirmed Inspector General for the United States Intelligence Community (IC IG). In this role, he reported directly to the former Director of National Intelligence, Hon. James R. Clapper, and oversaw intelligence professionals responsible for audits, inspections, investigations and reviews within the Office of the Director of National Intelligence and throughout the Intelligence Community. He also led the Intelligence Community Inspectors General Forum, comprising all 17 intelligence Inspectors General, and testified before Congress on complex counterterrorism and counterintelligence-related reviews.
Prior to his appointment and confirmation as the IC IG, Chuck held positions with the National Security Agency (NSA), the U.S. Department of the Treasury, and the FBI. At the NSA, he oversaw global investigations and special inquiries into allegations of fraud, ethics violations, whistleblower reprisal matters, and allegations regarding the misuse of intelligence collection authorities. At Treasury, Chuck provided legal and policy advice regarding criminal enforcement, national security, and personnel matters to senior department officials. During his ten-year career in the FBI, Chuck worked as a Special Agent, Supervisory Special Agent, Associate Division Counsel, and Special Assistant United States Attorney. He was a member of FBI SWAT, oversaw an Organized Crime Drug Enforcement Task Force, and participated in numerous high-profile federal investigations and prosecutions.
Chuck earned his Bachelor’s degree in Political Science from the University of Kentucky, and received his Juris Doctorate from the Dickinson School of Law of the Pennsylvania State University. He is a member in good standing of the Pennsylvania State Bar.
