Dionna Maria Lewis, Esq.

Senior Associate

As a Senior Associate at Tully Rinckey PLLC, Dionna concentrates her practice on federal sector labor and employment law, including claims of discrimination, retaliation, sexual harassment, breaches of contract, equal pay and adverse actions.

Dionna came to Tully Rinckey PLLC with an extensive amount of experience practicing labor and employment law. Prior to joining the team, Dionna was an Associate Attorney with a prominent Washington, D.C.-based, boutique law firm, where she represented both employees and employers in federal and state courts, mediations and administrative proceedings before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Office of Special Counsel (OSC) and D.C. Office of Human Rights (DCOHR). Dionna also had the opportunity to counsel clients on a wide variety of employment, civil rights, contract, and business litigation matters, including terminations, severance packages, breach of contract, and employment agreements. Previously, Dionna completed a judicial clerkship at the D.C. Superior Court and gained experience drafting judicial orders and opinions. While in this position, Dionna reviewed incoming motions, made recommendations on pleadings filed with the court and advised the judge on case matters and upcoming hearings. Prior to joining the team, Dionna also acted as fair lending counsel at the Consumer Financial Protection Bureau (CFPB) in the Office of Fair Lending and Equal Opportunity, where she investigated fair lending risks and civil rights violations.

Over the course of her career, Dionna has been honored with several awards. Dionna was named a “Top 40 under 40 Trailblazer” by the National Bar Association and the “Young Lawyer of the Year” by the Washington Bar Association Young Lawyers Division. Dionna also received the Rhonda F. Williams Professionalism Award from the National Bar Association Young Lawyers Division and was featured in an edition of the American Bar Association Young Lawyers Division’s editorial, “The Affiliate: Spotlight on Leadership: Professional Involvement at the National and Local Levels.”

Dionna also holds many prominent positions in the Washington, D.C. community. Dionna was appointed by Mayor Bowser of the District of Columbia to serve as a Commissioner of the D.C. Board of Elections and her appointment was unanimously confirmed by the D.C. Council on January 5, 2016. In this capacity, Dionna is one of three board members charged with the responsibility to oversee the administration of elections in the District of Columbia, provide oversight of the agency’s compliance with local and federal election laws and voter outreach efforts, and adjudicate campaign and election-related matters that come before the Board. Dionna is also a Board Member of the Marshall Heights Community Development Organization located in Ward 7 of the District of Columbia.

Dionna is also a leader in local and national bar associations, and holds several highly-esteemed positions, including National Public Service Director of the American Bar Association Young Lawyers Division, Deputy Chief of Staff to the President of the National Bar Association, and is the Immediate Past Chair of the Washington Bar Association Young Lawyers Division.

Dionna obtained her Juris Doctor from Drake University Law School and her L.L.M in Litigation from George Washington University Law School. During law school, Dionna worked as a legal intern in TSA’s Office of Civil Rights and Liberties (OCRL) and conducted legal research related to employee and applicant discrimination complaints. Previously, Dionna earned her Bachelor of Arts from the University of Virginia.
