Ashleigh Rousseau, Esq. is a litigator and advocate whose practice spans complex federal litigation, disability rights, government enforcement, family law, and public benefits matters. An Associate Attorney in Tully Rinckey’s Syracuse office, Ashleigh is admitted to practice in New York, before the U.S. District Courts for the Southern and Eastern Districts of New York, and the U.S. Court of Appeals for the Second Circuit. She has represented individuals, families, and organizations in both trial and appellate forums.

A significant portion of her work has focused on protecting the rights of individuals with disabilities, including advocacy under the Individuals with Disabilities Education Act (IDEA) and related federal and state statutes. She regularly handles administrative hearings, federal court actions, and Article 78 proceedings, combining detailed factual development with strategic motion practice.

Rousseau also has substantial experience in child welfare and dependency proceedings, including cases involving allegations of abuse, neglect, and abandonment, as well as termination of parental rights and adoption matters. Her work in this area includes courtroom advocacy, trial preparation, evidentiary hearings, and close coordination with government agencies to ensure compliance with statutory mandates and procedural safeguards.

Her background further includes municipal law and local government litigation, including the prosecution of code violations, defense and evaluation of tort claims, and drafting of municipal agreements and releases. In addition, she has handled matters involving family and matrimonial law, guardianship proceedings, real estate transactions, and affordable housing initiatives.

Rousseau earned her Juris Doctor from the Maurice A. Deane School of Law at Hofstra University, where she served as Business Editor of the ACTEC Law Journal. She received her Bachelor of Science in Interdisciplinary Studies from Cornell University, where she was a Division I varsity athlete.
