Dolapo “Dolly” Oshin is an associate attorney in Tully Rinckey’s Washington, DC, office. She has extensive first-chair experience litigating civil rights and employment matters in various administrative forums, including the Equal Employment Opportunity Commission, the Merit Systems Protection Board, and the Office of Special Counsel. Dolly also has experience in federal court, where she represents both federal and private sector employees. Dolly is recognized as a 2025 and 2026 Super Lawyers “Rising Star.”

Before joining the firm, Dolly served as a judicial law clerk for the Honorable Laura A. Pietan, where she drafted judicial opinions and gained wide-ranging exposure to legal procedure across multiple areas of law — experience that continues to inform her litigation strategy.

A first-generation attorney originally from Nigeria, Dolly earned her B.A. in Philosophy, Politics, and Economics (PPE) from Minnesota State University, Mankato, and her J.D. from the University of St. Thomas School of Law, where she served as President of the Black Law Student Association.
