Joshua Carter, Esq. is an Associate in Tully Rinckey’s Ladera Ranch, CA office focusing on military matters. He has 17 years of service in the U.S. Army, both on active duty and in the Virginia National Guard. Josh began his Army career as a musician in the Army Bands, graduating as Distinguished Honor Graduate of his job training course at Joint Base Little Creek-Fort Story, Virginia. Then he served in the Bands at various U.S. duty stations as well as two years in Seoul, South Korea. During these years, Josh gained valuable experience learning military operations, logistics, and human resources, as well as leading Music Performance Teams at all of his assignments, both on active duty and in the Army Guard.

Later, Josh rejoined active duty as a Legal Noncommissioned Officer in the U.S. Army Judge Advocate General’s Corps, again graduating as Distinguished Honor Graduate of his legal training course at Fort Lee, Virginia. While in the JAG Corps, Josh gained experience on both the government side and legal assistance side of military justice matters. While in battalion and brigade operations, Josh was routinely called upon to train Soldiers, NCOs, and command teams in rules of engagement for various training exercises, political activities for service members, and a variety of military justice and administrative law matters. Josh routinely assisted attorneys in the legal research and drafting of informational papers and news articles, contract adjustments, and court-martial preparations. During this time, he oversaw the accurate completion of hundreds of Article 15s, administrative separations, and reprimands on behalf of the command. On the legal assistance side, Josh helped soldiers and family members solve various complex legal problems, including responding to administrative and personnel matters in the Army. Josh also deployed to Afghanistan in 2020 as the Senior Legal NCO for his brigade where he operated the Bagram Legal Assistance Office and supported commanders and other attorneys on the full spectrum of legal needs. Josh was an instrumental assistant investigator on four high-visibility Army Regulation 15-6 and Line of Duty investigations in Afghanistan that year. He has also successfully brought actions before the Department of the Army Suitability Evaluation Board, the Army Discharge Review Board, and the Army Board for Correction of Military Records.

Most recently, Josh was an Assistant Commonwealth’s Attorney in Virginia, with experience prosecuting both misdemeanors and felonies in General District Court, Juvenile and Domestic Relations Court, and Circuit Court. Josh is a known leader in attorney professional responsibility and education. He brings to Tully Rinckey a strong attention to detail in all matters affecting his clients based on his experience in criminal law and military practice.

Josh earned a Bachelor of Music degree from Liberty University in Virginia and a Juris Doctor from Elon University School of Law in North Carolina. He is licensed to practice before the Supreme Court of Virginia and all its inferior courts in the Commonwealth, as well as before the Court of Appeals for the Armed Forces.
