Sean Murphy is Senior Counsel in Tully Rinckey PLLC’s Washington D.C. office, where he practices federal labor and employment law.
Sean represents employees on a range of federal employment and labor issues, including discrimination, retaliation, harassment, equal pay, and adverse action claims. Sean practices before federal and state courts, the Merit Systems Protection Board (MSPB), and the Equal Employment Opportunity Commission (EEOC).
Before joining Tully Rinckey PLLC, Sean served in various roles with the Federal Bureau of Investigation and the U.S. Department of Justice. As a senior member of the FBI’s EEO Office for 4 years, Sean directly assisted the EEO Officer in overseeing the Agency’s EEO Programs. He directed the Agency’s Reasonable Accommodation Program and improved the Mediation program, leading to its DOJ-wide adoption. As the Office’s Policy Officer, Sean also updated the Agency’s EEO Corporate policy. He also represented the FBI’s Civil Rights function on various Advisory and Career Boards.
Prior to this position, Sean was a Defense Litigator for the FBI’s Employment Law Unit for nearly 7 years. As such, he conducted all facets of defensive litigation, provided proactive counseling and advice, and provided training to Agency managers. Sean won the spinoff cases filed against the FBI filed by the Name Plaintiff in the BADGE Lawsuit, failed to allow a finding or adverse decision against the Agency, and saved hundreds of thousands of dollars in litigation by negotiating several complex settlements.
Sean also served as an Assistant General Counsel in the FBI’s Office of Professional Responsibility, investigating and adjudicating disciplinary actions against federal employees. He also served in the Legal Forfeiture Unit. where he analyzed the legal and factual basis for forfeiture actions and underlying criminal investigations involving white-collar crime, money laundering, wire and mail fraud, health care fraud, drugs, and weapons cases.
Sean is admitted to practice in the state of Maryland, Tennessee, and Texas. He obtained his Juris Doctor from the University of Baltimore School of Law, and his Bachelor’s degree from Washington College in Chestertown, Maryland.
