Roger D. Locklear, Esq. is a Senior Associate Attorney who specializes in labor and employment law, civil rights, and constitutional law. A native of North Carolina, Roger obtained his Juris Doctor from North Carolina Central University’s School of Law and his Master of Laws in Law & Government from American University Washington College of Law in Washington, D.C.

While in law school, Roger was the Activities Director for the Law & Government Executive Board at American University Washington College of Law. During his time with The Bell Law Group and the Office of the Attorney General in Washington, D.C., he taught multiple courses with Law for the People and with the Attorney General’s office as part of the Continuing Legal Education (CLE) program. He then worked as an attorney and civil rights investigator for the United States Department of Agriculture and the Department of Defense, where he focused on EEO complaints, Reports of Investigation (ROI), and Final Agency Decisions (FAD).

Roger is first and foremost a passionate proponent of equality and civil rights, well-versed in Constitutional Law and intricately familiar with the components of civil rights. His own personal journey as an Indigenous man from rural North Carolina to the Nation’s Capital has allowed him to understand the needs of a wide variety of clients from all walks of life.

In his spare time, Roger enjoys singing, composing music, spending time with his family, and traveling.
