Maria V. Morse, Esq. is an Associate in the Syracuse Office of Tully Rinckey, PLLC. and practices in the areas of Family & Matrimonial Law, Education Law, Civil Litigation, and FINRA Arbitration.

Ms. Morse has several years of experience representing parents and grandparents in Family Court cases in New York State regarding custody, visitation, and child support matters, adoptions, juvenile delinquency, family offense and domestic violence, as well as child abuse and neglect proceedings. Ms. Morse also handles appeals from Family Court to the Appellate Division.

Ms. Morse represents parents and educators involved in Office of Children and Family Services investigations, as well as administrative appeals from indicated findings and reports.

Ms. Morse also handles martial separation agreements, as well as both contested and uncontested divorce proceedings in New York State Supreme Court.

In addition to her work in Family Court and Supreme Court, Ms. Morse also handles an array of Education Law matters. Ms. Morse has found that her passion for advocating for children is a natural fit in her representation of children and parents. She understands the needs of both parents and children, and the challenges they face working with school district to achieve their child’s goals. Her passion and experience has led to outstanding results in numerous Education Law cases.

Ms. Morse provides representation in the following areas of the Education Law Practice:

  • Initiating contact with school personnel including Superintendents, CSE Chairs and School District Counsel
  • Attendance of behalf of parents and students at CSE meetings to develop and advocate for proper adherence to Individualized Education Plans (IEP’s), Individualized Education Service Plans (IESP’s) and Section 504 Plans
  • Advice and counsel to parents on strategies for navigating the process of IEP’s, IESP’s and 504 Plans, including placement and services options for student
  • Advice and counsel regarding home school district payment for attendance at alternative out-of-district schools
  • Commencing Due Process Complaints and litigating Fair Hearings
  • Representation and attendance at Resolution meetings
  • Recovery of attorney’s fees after Fair Hearings
  • Representation and defense of students in school disciplinary proceedings including Superintendent’s Hearings
  • Representation and attendance at Manifestation Determination Hearings
  • Negotiation and resolution of disciplinary matters including seeking options to remove suspensions from a student’s record
  • Advice and counsel regarding any possible criminal charges stemming from school conduct violations
  • Drafting of appeals of Superintendent’s Hearings to School Boards
  • Attendance at School Board Hearings to argue appeals
  • Representation on Appeals to Commissioner of Education
  • Advice and counsel on preparation for disciplinary hearings
  • Representation at college administrative hearings
  • Advocacy on behalf of college students with special needs

Ms. Morse also represents individuals involved in lawsuits in New York State Supreme Court, ranging from breach of contract actions, to property damage, to property-line disputes.

Ms. Morse has also had great success representing individuals in Financial Industry Regulation Authority (FINRA) arbitration matters against brokerage firms and financial advisors. In fact, Ms. Morse recently settled a dispute for $140,000. (Prior results do not guarantee a similar outcome.)

Ms. Morse received her bachelor’s degree, cum laude, in criminal justice and sociology, from Canisius College in Buffalo, NY, and her Juris Doctor from Quinnipiac University School of Law, magna cum laude, in Hamden, CT, where she was a member of the Moot Court Society; Mock Trial Honor Society; Student Bar Association, and Quinnipiac Law Softball Team. Ms. Morse then went on to earn her master’s degree (LLM) from Trinity College Dublin at The University of Dublin.
