Racquel is a partner in Tully Rinckey PLLC’s Manhattan office, where she focuses her practice exclusively on family and matrimonial law. She also has experience representing a diverse clientele in criminal defense, real estate and landlord/tenant law.

Her passion and drive for advocating for people’s rights led her to pursue a career as an attorney. Racquel takes pride in nurturing client relationships from initial intake through trial, delivering persuasive and impactful oral and written arguments to support the unique needs and interests of each individual client. She serves as a liaison and client advocate, oftentimes negotiating to facilitate favorable resolutions or settlements in a range of cases, including child support, complex custody cases, divorces and matrimonial matters. Racquel is well-versed in family and matrimonial law and has handled a variety of cases ranging from divorces and legal separations to issues relating to child support and custody, as well as assisting with adoptions and matters of child neglect and abuse.

Racquel’s legal education began at the University of the West Indies, where she completed her BA in history with a minor in political science, and graduated magna cum laude. She later obtained her Juris Doctor (Bachelor of Laws) at the Norman Manley Law School in Kingston, Jamaica, and was subsequently admitted to the Jamaica Bar in November 2001.

After being admitted to the Jamaica Bar, Racquel emigrated to New York in 2002, where she studied for and passed the New York Bar on her first attempt and obtained her license to practice law in the state of New York on May 7, 2003.

Racquel started practicing law in the state of New York in 2003 and was employed by the Nassau County Legal Aid Society, Criminal Defense Division, where she gained the necessary experience for handling criminal cases. During her time with the Legal Aid Society, she realized that there was a need for quality legal representation where each case could get the individualized, personal attention it deserved at an affordable cost to clients. This realization prompted her to open her own private firm on May 1, 2004.

During her time running her own firm, Racquel gained experience practicing in many other areas of law outside family and matrimonial law, including immigration law, landlord-tenant matters and, of course, criminal defense. As a solo practitioner, Racquel has garnered crucial experience in conducting hearings, trials and administrative proceedings, drafting and delivering opening statements, direct examinations, cross examinations and summations for both bench and jury trials, and as a business owner, she has presided over business operations including fiscal oversight, strategic planning, and client relationship management.

Racquel has also been an adjunct professor since 2019, where she has taught a wide range of law, paralegal, and criminal justice courses, including family law. As a legal instructor, she teaches and grooms potential legal minds by engaging and inspiring her students to achieve course and program outcomes by developing training materials and improving training courses and processes through practical application.

Racquel offers a wealth of legal experience along with the assertiveness, professionalism, and diligence necessary when dealing with complex issues of law. Her dynamic, relatable persona has been an invaluable asset for courtroom advocacy.
